Used rugs should not be left at the local garbage bin, in the parking lot, let alone on the side of the road or in the forest. The owner of waste is obligated to remove it from a location not designated for disposal. Littering in the forest may result in a fine, a fine, and the obligation to clean up any waste left behind.
